PROBLEM TO BE SOLVED: To provide an inexpensive structure of a leg of a column such as a steel frame column for a concrete foundation having a base isolation function having high strength and a long service life, without using a new and expensive component such as a conventional laminated rubber type base isolation device. SOLUTION: A base plate 4 of the column 2 is put on an upper side of the concrete foundation 1 so as to slide in the horizontal direction, an anchor member 27 constituted by bundling a plurality of wires 38 made of spring steel like a bar is connected with an anchor frame 10 in the concrete foundation 1 and protrudes upward from the concrete foundation so as to bend, and an upper end part of the anchor member 27 is connected with a base plate 4 so as to move integrally with the base plate 4 against elastic force of the anchor member 27.
