PROBLEM TO BE SOLVED: To put fly ash into a bag without scattering the fly ash when bagging the fly ash for reclaiming. SOLUTION: A hopper 105 is equipped with a bag-like opening retaining member 118 on the lower end of the hopper 105, where the opening retaining member 118 is fixed so as to cover the opening of a reclaiming bag 113. The opening retaining member 118 is just stuck closely to the reclaiming bag 113, or is stuck closely to the bag 113 and fixed with a ring member, or is provided with a seal member, by which the opening retaining member 118 is glued to the reclaiming bag 113.
