A judging part (61) of the system judges the presence or absence of an entry authority over the document on the basis of the pen ID of the electronic pen and the electronic pen information file (49). The judging part (62) judges an entry sequence to the document on the basis of the pen ID, a document ID applied to the document, and the document information file (48).
