PROBLEM TO BE SOLVED: To provide a communication system between a road and a vehicle which parallel utilizes both an IP (Internet protocol) system communication protocol using an IP address assigned to an on-vehicle device to specify the on-vehicle device, and a non-IP system communication protocol using a LID (link identifier) to specify the on-vehicle device. SOLUTION: This communication system has a roadside device 2 connected to a roadside network and the on-vehicle device 10 for performing radio data transmission with the roadside device 2, and is provided with an on-vehicle device specifying means for connecting an IP address assigned to each on-vehicle device 10 and an on-vehicle device identifier other than the IP address for management. By this configuration, data communication that parallel utilizes the IP system communication protocol using the IP address assigned to each on-vehicle device 10 to specify the on-vehicle device 10, and the non-IP system communication protocol using the LID to specify the on-vehicle device 10, is made between the road side device 2 and the on-vehicle device 10.
