PROBLEM TO BE SOLVED: To provide a gateway, program and congestion control system for controlling a load applied to the gateway so as not to exceed a fixed value or more. SOLUTION: In the gateway, the number of packets measuring part 222 calculates a load of the gateway, a GW main memory 213 stores an inter-PSTN line state table 223 showing states of lines and GW maximum processable PPS information 224 showing a processable maximum load, a remaining power line calculating part 212 calculates the number of settable lines on the basis of the load calculated by the number of packets measuring part 222, the inter-PSTN state table 223 and the GW maximum processable PPS information 224, a call agent selects the number of a line to be released or closed for the gateway on the basis of the number of settable lines calculated in the gateway, and an exchange releases or closes a line to the gateway on the basis of the number of the line to be released or closed transmitted from the call agent.
