PROBLEM TO BE SOLVED: To manufacture a semiconductor optical amplifier with a stable fixed gain property in a simple manufacturing process. SOLUTION: This fixed gain semiconductor optical amplifier is equipped with a gain waveguide to amplify optical signals entered inside, and grating layer arranged on a primary edge.
