PROBLEM TO BE SOLVED: To provide a device which induces lightning from the other object to a point which is prepared and set beforehand, and which is endurable to a large current caused by the lightning. SOLUTION: The lightning induction is carried out because the discharge initiation voltage of a discharge electrode is reduced more than that of a neighboring object by positively enhancing an ion pair concentration in the surrounding air of a discharge electrode while attention is paid to a phenomenon that discharge between electrodes in the air is influenced by the ion pair concentration existing in the air. As for a means to enhance the ion pair concentration, ionization actions by radioactive rays of radionuclides, their compounds and substances containing them are mainly used.
