PROBLEM TO BE SOLVED: To provide a substrate for liquid crystal alignment contriving multi-domain even when not forming an oblique electric field in a liquid crystal panel for display, and even when not forming a structure so as to locally change a cell gap in the liquid crystal panel for display. SOLUTION: A plurality of first hydrophilic regions 9a of which each shape is in the form of a band in a planar view are regularly formed on the surface of an alignment layer in one substrate of a pair of the substrates for the liquid crystal alignment constituting the liquid crystal panel 200 for the display. The arrangement of the plurality of the first hydrophilic regions is selected, so that the first hydrophilic regions and a second hydrophilic region 43a formed on the surface of the alignment film in the other substrate for the liquid crystal alignment are alternately distributed while each line width direction is substantially accorded at constant pitches in the planar view.
