PROBLEM TO BE SOLVED: To provide an exterior wall surface working device capable of facilitating the surface working of an exterior wall consisting of an ALC panel or the like of a building, varying an architectural design of the surface of the existing panel by hitting the surface of the exterior wall with an inconspicuous mark of a reform and an exterior wall surface working method capable of shortening a construction period of time. SOLUTION: The exterior wall surface working device equipped with a work head 2 bundling a plurality of needle-like work members is provided with one or more working units 3 reciprocating the work head 2 at least to the exterior wall 17, frame bodies 20 and 21 movably supporting the working units 3, unit moving means 22 and 24 moving the working units 3 to the frame bodies 20 and 21, a push member 26 pushing the frame bodies 20 and 21 against the exterior wall 17 from a temporary scaffold 51 and a spacer 32 maintaining a predetermined interval between the frame bodies 20 and 21 and the exterior wall 17.
