PROBLEM TO BE SOLVED: To suppress elution of hexavalent chromium from cement used for ground reinforcement or the like more surely than ever before. SOLUTION: The elution of a hexavalent chromium component from cement is suppressed by using the powder or the aqueous solution of sodium sulfite, sodium bisulfite or calcium sulfite and an artificial zeolite, and adding these materials to the cement.
