PROBLEM TO BE SOLVED: To provide a packaging material and a packaging container capable of maintaining a high barrier property even after being bag-made in a pillow shape without increasing the cost or degrading the productivity, and a food package or a medical supply package of high quality which is encapsuled in the packaging container. SOLUTION: The packaging material consists of a base material 41 and at least one barrier layer 42, and the thickness of at least one barrier layer has a distribution with a maximum value in a center portion in the width direction, and the maximum value is≥1.5 times the minimum value.
