PROBLEM TO BE SOLVED: To provide a tire manufacturing method constituted so as to mold a tire by arranging a preset bead, wherein a bead filler is preliminarily attached to a bead core, outside the radial direction of a carcass band and folding back both side parts of the carcass band on the periphery of the preset bead, unnecessary for having the much intermediate stock of the preset bead and not deteriorating the tire uniformity caused by the non-uniformity in the peripheral direction of the preset bead, a preset bead forming apparatus used therein and a preset bead forming system. SOLUTION: In the tire manufacturing method for molding the tire by arranging a preset bead, wherein a bead filler is preliminarily attached to a bead core, outside the radial direction of a carcass band and folding back both side parts of the carcass band on the periphery of the preset bead, a ribbon-like bead filler rubber 5 is wound around and laminated on the outside in the radial direction of the bead core 10 a plurality of times to form the preset bead.
