PROBLEM TO BE SOLVED: To independently secure a display area of character information with the operation of a camera and prevent obstruction of an observation image. SOLUTION: A 4:3 aspect ratio transformation circuit 13 transforms an aspect of input picture data of an aspect ratio of 16:9, generates the picture data whose display picture has the aspect ratio of 4:3, and outputs it to a timing selector 14. The timing selector 14 changes over between the picture data whose aspect ratio is transformed into the aspect ratio of 4:3 on a specific horizontal position for every line and a character picture signal based on a menu screen generated by a character generator 15 and a menu screen circuit 16 by an instruction control of a CPU and outputs it to a switching circuit 12.
