PROBLEM TO BE SOLVED: To provide a binder composition giving a sufficient fluidity without causing adverse effect on grindability and storage stability even if having≤120°C melting point by improving a conventional radiation-curable powder coating system. SOLUTION: The binder composition has 30-90°C glass transition temperature (Tg) and comprises (A) at least one crystalline maleate and/or fumarate ester and (B) at least one amorphous or partial crystal resin having at least one group forming a polymer by reacting with an ethylenically unsaturated compound under the effect of chemical rays.
