<P>PROBLEM TO BE SOLVED: To provide a conductive foaming rubber roller capable of also preventing the contamination of a photosensitive body and its production method that requires little addition of oil quantity by easy method capable of eliminating the process such as the secondary vulcanization, etc. <P>SOLUTION: The average cell diameter of the foaming rubber is less than 300μm and the hardness of the foaming rubber is less than 30° of Asker C, and the conductive foaming rubber roller is composed so that the addition of oil quantity becomes more than 20phr and less than 45phr.
