<P>PROBLEM TO BE SOLVED: To provide an active ray-curable inkjet ink composition which exhibits excellent letter qualities, causes no color mixing and can very stably record highly precise images in various printing environments, an image-forming method using the same and an inkjet recording device. <P>SOLUTION: The active ray-curable inkjet ink composition comprises at least one phenyl ether compound, a photopolymerizable compound and a photoinitiator, and does not substantially contain water.
