PROBLEM TO BE SOLVED: To provide a high-performance developing roller free from the occurrence of gear pitch horizontal stripes. SOLUTION: The developing roller is provided with at least an elastic layer and a surface layer laminated on the elastic layer, and resin material used for the surface layer contains nitrogen atoms, and also, at least two or more kinds of organic compound particle (M) and organic compound particle (N) are added in the surface layer, and the particle (N) is heterocyclic compound particle containing nitrogen, the number average particle size of the particle (N) in the surface layer is smaller than that of the particle (M) in the surface layer, and provided that the universal hardness of the elastic layer is expressed by A and the universal hardness of the developing roller is expressed by B, 0.9≤B/A≤1.8 is satisfied.
