PROBLEM TO BE SOLVED: To carry out miniaturization by increasing drying speed and shortening drying time of waste in a furnace, and shortening a furnace length. SOLUTION: A cylindrical stoker fired furnace body 1 is rotatably laid on its side. Waste 14 fed into the stoker fired furnace body 1 from an inlet side is transferred to an outlet side in a furnace downstream side while being agitated by rotation of the stoker fired furnace body 1. Meanwhile, air 5 for combustion is supplied into the stoker fired furnace body 1 from a wind box 16 arranged in a lower side position to incinerate the waste 14 via processes of drying, thermal decomposition, and combustion. A plurality of lifters 23 for increasing moisture evaporating faces 22 by agitating and mixing the waste 14 during drying are protrudedly attached in a radial inward direction in a circumferential direction in an inner wall surface in a furnace upstream side of the stoker fired furnace body 1.
