A device (60), for administering medicated cream, includes a cartridge (62) having a barrel (64) for containing the cream, and a plunger (102) for moving the cream from within the barrel (64). A stem (106) having a distal end positionable through a proximal end opening (70) of and a distal end opening (68) of the barrel (64) to dispense cream therefrom. An applicator (80) having an axial passage (82) is assembled with the cartridge (62) at the distal end of the barrel (64) for dispensing cream, urged from the distal end opening (68) of the barrel onto a surface area externally of the applicator (80).
