The device has a clamping bar (7) cooperating with anchoring heads (8). The bar is manufactured with resilient steel having a high expansion capacity in its plastic deformation zone. The steel used to fabricate the beam is has been subjected to thermal processing by induction. The heads have concave spherical shaft journal units (12, 26) cooperating with a convex spherical shaft journal nut (13) screwed on the bar.
