The device has hinges and pneumatic jacks permitting automatic rotation of a signaling panel (4) relative to a chassis between folded and deployed configurations. The lower edge of the panel is placed at a distance (d) greater than or equal to 50 centimeter with respect to the ground in the deployed configuration so that total height (h) of the device is greater than length (L) of the device in the folded configuration. The signaling panel is overlying to a base (2) in the folded configuration, and the panel is placed perpendicularly to the plane of the base in the deployed configuration.
