PROBLEM TO BE SOLVED: To provide a variable capacitor which is capable of restraining its Q-value from decreasing, due to the application of a voltage at a desired frequency, and to provide a variable filter which can be reduced in insertion loss and phase characteristics. SOLUTION: The variable capacitor is equipped with a pair of electrodes and a piezoelectric dielectric layer pinched between these electrodes, and the phase characteristics of an impedance which are generated, when a voltage is applied to the electrodes, periodically produce peaks corresponding to the frequency of signals that are inputted or outputted.
