PROBLEM TO BE SOLVED: To provide a light guide plate and a surface light-source device capable of improving light condensation on the light-emitting face of a surface light source. SOLUTION: A prism 2 is disposed on the light-emitting face side (a surface side) of a body 1 of a light guide plate 1. A control element 3 for reflection, diffusion and dispersion to suppress luminance unevenness, etc., is disposed on the bottom face side (a rear face side) of the body 1, and a light distribution regulating line (a regulating line) 6 to condense light form a light source (not shown) incident from the side end face 5 of the body 1 on the same surface 4 as the surface 4 with the control element 3 disposed thereon. The line 6 is either composed of a pseudo prism-like line with a thickness of roughly 5μm to 50μm, a pitch of 10μm to 100μm and a sloped surface angle of 10°to 60°, or composed of a pseudo prism-like line with a thickness of roughly 12μm, a pitch of 25μm and a sloped surface angle of 10°to 60°, and set with a ratio of roughly 30% to 80%.
