PROBLEM TO BE SOLVED: To prevent an error rate characteristic from deteriorating and to prevent throughput from lowering due to retransmission repeating. SOLUTION: An arrangement determining part 103 determines to perform normal constellation mapping at the first transmission and determines to change constellation mapping positions or to change the bit arrangement of each symbol in accordance with the number of times of retransmitting at the retransmission. A data replacing part 105 replaces transmission data with transmission data in each symbol unit for each bit so as to be the bit arrangement determined by the arrangement determining part 103. A mapper part 106 arranges (maps) the transmitted data inputted from the data replacing part 105 in each symbol so that the transmission data can be arranged at the constellation mapping position determined in the arrangement determining part 103.
