<p><P>PROBLEM TO BE SOLVED: To provide a semiconductor integrated circuit capable of transmitting/receiving data to/from the outside at a high speed. <P>SOLUTION: This semiconductor integrated circuit is provided with a local memory 14 which is connected through a bus 34 to a CPU 10, and connected through a bus 36 to an access control part 16, and when the local memory 14 is accessed, the CPU 10 outputs data and a control signal through the bus 34 to the CPU access exclusive port of the local memory 14, and the access control part 16 outputs the data and the control signal through the bus 36 to an external access exclusive port. The local memory 14 executes the writing or reading of the data based on the data and the control signal inputted to the access port.
