PROBLEM TO BE SOLVED: To obtain an oily cosmetic solving the problems that, for obtaining cosmetics having diversified functional effects on the skin and improved in feeling in use, a plurality of ingredients effective to the skin need to be formulated, however, the balance of formulating them and their stability with time are difficult to accomplish, and such cosmetics with good feeling in use are difficult to realize. SOLUTION: The oily cosmetic is obtained by mixing oil soluble vitamin(s) selected from vitamin A, oil soluble vitamin C, vitamin D, vitamin E and vitamin K and powder material(s) selected from extender pigment, inorganic pigment, pearl pigment, surface-treated pigment and composite pigment into a semi-solid dosage form including an inulin fatty acid ester and a cyclic silicone. The mixing amounts are as follows: the liposoluble vitamin(s):0.01-50.00 wt.%, the powder material(s): 0.10-5.00 wt.%, the inulin fatty acid ester:5.00-30.00 wt.%, and the cyclic silicone:30.00-80.00 wt.%.
