PROBLEM TO BE SOLVED: To provide a pixel clock generating device which is simple in configuration and capable of controlling the phase of a pixel clock with high accuracy, and to provide an optical scanning device and an image forming device. SOLUTION: The pixel clock generating device is formed of a high-frequency clock generating means 110 for generating a high-frequency clock VCLK; a detecting means 120 for detecting a scanning time period required for scanning a predetermined length of a photosensitive body or the like with accuracy of a half of the frequency of the high-frequency clock, based on a horizontal synchronization signal, and outputting a detected value; a comparison result generating means 130 for comparing the detected value with a desired value set beforehand, and outputting a comparison result; a phase data generating means 140 for generating phase data for instructing a transition timing between the high-frequency clock and the pixel clock, based on the comparison result; and a pixel clock generating means 150 for generating the pixel clock PCLK phase-controlled based on the high-frequency clock and the phase data.
