<P>PROBLEM TO BE SOLVED: To flexibly correspond to an emergency or the like while having a function for limiting a usable functional range for each level given to a user. <P>SOLUTION: An identification information storing part 51a of a tag 5 which is carried by the user and can perform short range radio communication stores identification information of the user. When a tag detecting part 11a establishes communication with the tag 5, an identification information receiving part 11b receives the identification information from the tag 5. A level determining part 11c refers to a correspondence relation between identification information stored in the level storing part 11n and a level and determines a level from the identification information. When there are a plurality of tags that have established communication, the level determining part 11c determines a level corresponding to a combination of respective levels on the basis of an operation rule stored in an operation rule storing part 11e.
