PROBLEM TO BE SOLVED: To provide a navigation device for navigating a vehicle excellently. SOLUTION: A plurality of moving routes are operated by a route processing means by using map information based on present position information and destination information. A moving route is set based on congestion prediction information acquired by performing statistical processing of VICS data or the past traffic state by a time element, and navigation is performed based on the moving route. When determined that moving easiness is fluctuated such as congestion, crowdedness or the like in the moving route, required times for the moving route and an avoiding moving route are operated, and a probability of easiness of selection of the moving route in proportion to shortening of the required time is operated, to thereby generate weight information. Some moving route is reported based on the weight information. Hereby, the navigation capable of averaging the required time for each moving route, and preventing heavy congestion or the like on only some roads, and enabling excellent vehicle travelling by a stable traffic state can be easily acquired.
