PROBLEM TO BE SOLVED: To provide a magnetic substrate that can prevent the occurrence of laminate deviations or winding deviations even when recessed sections and projecting sections exist in and on the surface of a metal or a resin applied to the surface of the metal. SOLUTION: In the magnetic substrate in which a macromolecular compound is imparted to the surface of a thin magnetic sheet metal, the ratio of the 10-point average height Rtm, measured on the basis of JIS B 0651, of the surface of the magnetic substrate to the Rtm of the surface of a macromolecular compound layer is adjusted to <1.0. By a method of manufacturing the magnetic substrate, the magnetic substrate which can prevent the occurrence of laminate deviations or winding deviations and a laminate which is composed of this magnetic substrate and is extremely reduced in the occurrence of laminate deviations can be realized.
