PROBLEM TO BE SOLVED: To perform the heating operation only by an air conditioner even in an extreme cold region and to easily clean a water heat exchanger. SOLUTION: A heat exchanging unit 4 having a compression-type water heat source heat pump 6 for exchanging the heat between the heat source water and the air-conditioning air through a circulated refrigerant, and an air blower unit 25 having an air blower 7 for supplying the air-conditioning air to an air-conditioned space are mounted in a state that they are connected to and separate from each other. The water heat source heat pump 6 comprises a plate-type water heat exchanger 8 for exchanging the heat of the circulated refrigerant with the heat source water, an air heat exchanger 9 for exchanging the heat of the air-conditioning air with the circulated refrigerant, and a compressor 10. The inside of the heat exchanging unit 4 is divided into a first vacant room A and a second vacant room B by a shielding partition 11, components of the water heat source heat pump 6 excluding the air heat exchanger 9 are mounted in the first vacant room A, and the air heat exchanger 9 is mounted in the second vacant room B. A water passing mechanism D is mounted to selectively circulate the heat source water from a heat source water circuit and the cleaning agent from a cleaning device to the water heat exchanger 8.
