<P>PROBLEM TO BE SOLVED: To suppress a switching loss at the turning on of a switching element by suppressing the dispersion of a dead time. <P>SOLUTION: A drive circuit 15 is equipped with one input part 16 and two output parts 17 and 18, and the output parts 17 and 18 are connected to control terminals of switching elements S1 and S2, respectively. A delay circuit 19 is connected between the input part 16 and the output part 17. The delay circuit 19 is equipped with a series circuit composed of a resistor 20 and a capacitor 21, and one end of the resistor 20 is connected to the input part 16, and the other end of the capacitor 21 is grounded. A diode D is connected in parallel with the resistor 20. That is, the diode D is connected in the direction of quickening the charge of the capacitor 21. An inverter 22 and a delay circuit 23 of the same constitution as the delay circuit 19 are connected between the input part 16 and the output part 18. Shunt regulators 24 are connected to the output parts 17 and 18 of the delay circuits 19 and 23.
