<P>PROBLEM TO BE SOLVED: To enhance the precision of evaluating performance in a mobile communication network. <P>SOLUTION: A user request is modeled at a flow (download) level, and a user property is described in two Markov chains such as a request parameter and a mobility parameter (S11-S15). Besides, a performance evaluation problem results into a problem of a queue network and is analyzed (S16). For example, one base station is modeled as one node on the queue network, and a user status relating to mobility or a request is represented in a class.
