PROBLEM TO BE SOLVED: To provide a shutter device capable of accurately controlling strobe synchro timing and a camera. SOLUTION: The shutter device is equipped with a light shielding film curtain (24) having a part made an electret, an electrode member (1) having a plurality of scanning electrodes, a driving means (14) driving the light shielding film curtain by using electrostatic force generated between a plurality of scanning electrodes and the part made the electret by applying a polyphase current voltage to a plurality of scanning electrodes in accordance with pulse signals inputted consecutively, a driving control means (12) supplying the pulse signal for driving the light shielding film curtain to a position where an incident optical path is totally shut and a position where the incident optical path is made to open to the driving means, and a signal output means (12) outputting a strobe synchro signal after the set number of pulses are outputted by the driving control means.
