PROBLEM TO BE SOLVED: To provide a process for the low temperature, non-incineration decontamination of contaminated materials, such as chemical weapon components containing hazardous quantities of chemical warfare agents. SOLUTION: This process includes the steps of contacting the contaminated materials and the hazardous chemicals with steam in a dry first heated vessel to remove the hazardous chemicals, removing a first exhaust gas flow including the hazardous chemicals from the first heated vessel, heating it in a dry second vessel to convert, at least, about 99 wt.% of the hazardous chemicals to non-hazardous materials, removing the second exhaust gas flow containing reduced concentration of the hazardous chemicals from the second vessel, and treating the second exhaust gas flow with a catalyst, so as to reduce the concentration of the hazardous chemicals of the non-condensible parts of the second exhaust gas flow to less than about 1.0 mg/m<SP>3</SP>at standard temperature and pressure.
