PROBLEM TO BE SOLVED: To prevent an accumulated amount of communication fees from being a large sum without being noticed by a user, and moreover to inform the user that the accumulated communication fee has reached an upper limit. SOLUTION: An application information storage section 23 and a communication fee accumulation section 28 keep accumulated communication fee information, and application information which relates application IDs and application names, with fees charged by network accesses of applications. A PUSH message analysis section 22 analyzes a PUSH message which a PUSH message reception section 21 has received, extracts an application ID, and acquires a corresponding application name, a fee and an accumulated communication fee from accumulated information. An application start section 25 checks whether or not the sum of the obtained fee of the application name and accumulated communication fee exceeds the upper limit, and starts the application program, when the fee does not exceed.
