PROBLEM TO BE SOLVED: To improve the surface strength of a paper so as to impart an excellent sizing property and a high contact angle by applying a surface-coating agent on a stock paper of a coated paper. SOLUTION: This surface-coating agent containing [A] an alkyl or alkenyl-substituted succinic acid salt, and [B] an acrylamide-based resin obtained by performing the reaction of an unsaturated dicarboxylic acid (a) with an acrylamide (b), and a method for producing the coated paper obtained by applying the surface-coating agent are provided. Preferably, the unsaturated dicarboxylic acid (a) used in the acrylamide-based resin [B] is itaconic acid and/or its salt, and a method for producing the coated paper is provided by applying the surface-coating agent on a neutral stock paper of a coated paper used for a newspaper and having≤90°contact angle.
