PROBLEM TO BE SOLVED: To provide a voltage protecting and detecting circuit incorporating a delay circuit that prevents malfunctions including noise and chattering. SOLUTION: A protecting circuit comprising a delay circuit 6 of a simple circuit structure can be realized, by providing a comparator 5 that compares an output voltage of a DC/DC circuit 1 with a reference voltage and the delay circuit 6 comprising a built-in counter that inputs the output of the comparator 5 and a clock output from an oscillating circuit 2 that is built in the DC/DC circuit 1, counts number of clocks when the output voltage is higher than the reference voltage, and outputs a control signal to the DC/DC circuit 1 when a preset number of counts is counted.
