PROBLEM TO BE SOLVED: To provide an electrophotographic apparatus and a process cartridge capable of suppressing the occurrence of charged memory due to friction between an electrophotographic photoreceptor and a contact charging member, capable of maintaining high charge uniformity through a long duration, and capable of suppressing occurrence of image defects. SOLUTION: The electrophotographic apparatus and the process cartridge include an electrophotographic photoreceptor, having a photosensitive layer on a substrate and a contact charging device for charging the surface of the electrophotographic photoreceptor by a contact charging member, disposed in contact with the electrophotographic photoreceptor, where the dynamic friction coefficientμof between the electrophotographic photoreceptor and the contact charging member is 0.04-0.25.
