PROBLEM TO BE SOLVED: To prevent a sill from rotting by allowing water and moisture to hardly permeate a sill through the lower end of a waterproofing sheet. SOLUTION: Furring strips 3 are arranged on a building skeleton on the upper surface side of a foundation 1, the waterproofing sheet 5 abutting on one side of the furring strips 3 is placed, a substrate plate 14 is mounted to the furring strips 3, the lower ends of the substrate plate 14 and the waterproofing sheet 5 are extended up to a position facing a foundation rising surface 1b, and the waterproofing sheet 5 is held between the foundation rising surface 1b and the substrate plate 14.
