PROBLEM TO BE SOLVED: To provide a laminator capable of certainly preventing the occurrence of air trapping when a decorative sheet is laminated on a base material, and a floor material manufacturing method. SOLUTION: This laminator is constituted so as to laminate the decorative sheet A on the base material B coated with an adhesive and equipped with a holding member 522 having a holding surface 522a constituted of an elastic material to hold the decorative sheet A and a moving device for moving the holding member 522 up and down in a state that the holding surface 522a is turned toward the base material. The holding surface 522a is formed into an arcuate cross-sectional shape wherein the central part thereof is protruded to be inclined toward one end part and other end part thereof.
