PROBLEM TO BE SOLVED: To provide an image forming apparatus with which a favorable image can be obtained. SOLUTION: In the image forming apparatus which supplies a developer from a 1st rotary body to a 2nd rotary body, the developer carrier surface of the 1st rotary body is formed of a conductive elastic material, and the developer carrier surface of the 2nd rotary body is formed of a conductive non-elastic material, and when deforming the developer carrier surfaces of the 1st rotary body by 1mm by compression by bringing the developer surfaces of 1st and 2nd rotary bodies into contact with each other, the hardness of the 1st rotary body defined as the quotient of compression pressure acting between the 1st and 2nd rotary bodies divided by the length L of the contact area in the axial direction of the 1st rotary body is in the range from 0.005 to 0.018 N/mm, and electric resistance R/L defined as the quotient of a resister value R measured by applying DC100 volts to the 1st rotary body divided by the length L of the contact area is in the range from 4.5×10<SP>-2</SP>to 1.0×10<SP>3</SP>(Ω/mm).
