PROBLEM TO BE SOLVED: To shorten the web transport and stop time on the upstream side of an accumulator to be stopped for joining webs, to miniaturize the accumulator, and to reduce the cost thereby. SOLUTION: Before a terminating end of a transport web 63 is detected by a detection sensor 67 to start the joining of the webs, a web preparing device 10 is preliminarily turned, and a suction plate 16 with a new web 26 sucked is preliminarily moved by a predetermined distance to a press mat 104 side of a splice device 12. When the terminating end of the transport web 63 is detected, transport of the transport web 63 at the web joining position is stopped, and the transport web 63 is further moved to the press mat 104 side to join the webs. At the same time, as soon as the transport web 63 is carried and stopped, a transport web accumulated in advance in an accumulator 6 provided on the downstream position in the web transport direction with respect to the web joining position is discharged to continue continuous transport of the transport web 63.
