PROBLEM TO BE SOLVED: To generate an electronic map for knowing the present location from an arbitrary map in a simple manner. SOLUTION: The electronic map generating system 10 generates the electronic map including the image data of the map and coordinate transformation data used for performing the transformation of the position coordinates on the map and the actual position coordinates. The electronic map generating system 10 is equipped with a display section 14 which displays a variety of information, an input section 13 which accepts the input of the variety of information from a user, and a control section 11 which controls various portions. The control section 11 is equipped with an image acquisition section 20 which acquires map image data 31, a map position acquisition section 21 which acquires the coordinate data of the present location on the map assigned by the user using the display section 14 and an actual location acquisition section 22 which acquires the coordinate data of the actual present location. The coordinate transformation data 32 are generated by using the coordinate data of the present location on the map acquired by the map position acquisition section 21 and the coordinate data of the present location on the map acquired by the actual location acquisition section 22.
