<P>PROBLEM TO BE SOLVED: To provide a picture processor in which a page memory for one page is not necessary for forming a rotation picture and a rotation processing of 0°, 90°, 180° and 270° can comparatively inexpensively be performed by a memory for one block line, for example. <P>SOLUTION: A picture block where n×n pixels (n≤x and y) of picture data kept in the raster picture shape of (x pixels×y pixels) is set to be one unit is read into a page memory 108 in a block order corresponding to a rotation angle. The picture blocks are transferred A1 to rotation memories 104 and 105. The picture blocks of n×n pixels on the rotation memory are distributed to n×n pieces of addresses. A writing address order and a reading address order of the blocks can be changed in accordance with the rotation angle. Picture data before written into the rotation memory and read out picture data are rotated in a block unit. The rotated picture block is transferred to an output memory 109 having pixel blocks of (larger pixel in x pixels and y pixels×n pixels) from the rotation memory.
