PROBLEM TO BE SOLVED: To provide an encoding device of which the circuit scale is reducible and of which the amount of a processing operation for encoding can be decreased. SOLUTION: A frequency region conversion part 103 performs the frequency analysis of a signal sampled at a sampling rate Fx with an analytic length (2×Na) to calculate a 1st spectrum S1(k) (0≤k<Na). A band expansion part 104 expands the effective frequency band of the 1st spectrum S1(k) to 0≤k<Nb so that a new spectrum can be imparted to frequencies after a frequency k=Na of the 1st spectrum S1(k). An expanded spectrum imparting part 105 imparts an externally inputted expanded spectrum S1'(k) (Na≤k<Nb) to the expanded frequency band. A spectrum information specification part 106 outputs, as an encoded code, information needed to specify the expanded spectrum S1'(k) among spectra supplied from the expanded spectrum imparting part 105.
