PROBLEM TO BE SOLVED: To provide a picture information editing system which assists an expert to clearly indicate one spot (target) of a picture under interest for trainees to effectively support the training of the trainees. SOLUTION: A picture display editing terminal inputs edition data 31 such as comments for a basic picture 30 distributed from a picture distribution server. A user indicates a specific target 30a on the basic picture, using a write pen 32, and edits the editing information 31 to take a specified positional relation to the target 30a. In the picture thus edited, the target 30a moves in time and the editing data 31 also move to take the specified positional relation to the target 30a.
