The device has a frame (2) with a lower contact bar (3) and an upper traverse (4) forming frame sections. The two intermediate frame side sections are formed as guide columns (5). A knife bar (6) within the frame is vertically moveable on the guide columns. The knife bar is operated by a lever (13), mounted on the top (12) of the traverse via a pivot bearing (14). A connection lever (15) between knife bar and lever projects through an aperture (16) in the traverse, and is held turnable on knife bar and lever. The contact bar has a top covering (18) of elastic material, a sliding stop, and a measuring scale.
