<P>PROBLEM TO BE SOLVED: To improve the heat efficiency in a reforming apparatus by preventing the release of heat radiated from a reforming part, a cooling part and a carbon monoxide shift reaction part large in heat radiation quantity to the outside of the system. <P>SOLUTION: The reforming apparatus 20 is composed of: a reforming part 60 producing a reformed gas from fuel and leading it out; a combustion part 50 heating the reforming part 60; an evaporation part 30 producing steam and feeding the same to the reforming part 60; a cooling part 70 lowering the temperature of the reformed gas from the reforming part 60 and leading it out; a CO shift reaction part 80 reducing carbon monoxide in the reformed gas from the cooling part 70; and a CO cleaning part 40 further reducing the carbon monoxide in the reformed gas from the CO shift reaction part 80 and feeding the same to a fuel cell 10. The CO cleaning part 40 and evaporation part 30 are formed so as to be cylindrical shape. The evaporation part 30 is arranged so as to surround the reforming part 60.
