<P>PROBLEM TO BE SOLVED: To reduce adverse effect such as large rush current following in an external load when a power supply device is started or stopped, owing to a power supply device having functions of arbitrarily handling output voltage, suppressing higher harmonics, controlling a power flow, and the like. <P>SOLUTION: When the device is started, the output voltage is gradually reduced from a state in which the input-side voltage is canceled out, by a voltage supplying portion 2 provided in series between input and output terminals. Gentle rise of the output voltage of the device is thereby accomplished. When the device is stopped, the output voltage is gradually increased so that the input voltage is canceled out.
